The Declaration of Covenants outlines the conditions and restrictions for the establishment of the homeowners association as to the divisions, descriptions, definitions, restrictions, covenants, limitations, conditions, rights, privileges, obligations and liabilities which shall apply to govern, control and regulate the sale, resale or other disposition, acquisition, ownership, use and enjoyment of these properties.

The Articles of Incorporation more commonly known as the "Bylaws" are the legal contract governing the operation, management and structure of operations at 4102 Bowser Homeowners Association. The Bylaws and subsequent amendments to these bylaws are the structure by which the Association operates as a business entity.

The Parking Amendment to the Bylaws outlines the strict use and defines misuse of the parking facilities at 4102 Bowser. This structured change / addition to the bylaws was approved and amended into the Articles of Incorporation (Bylaws) in 2001 by a unanimous vote of the homeowners association and implemented by the 2001 board of directors.
